According to the requirements of the "2021 National Education Science Planning Project Application Announcement", the specific matters concerning the 2021 National Education Science Planning Project Application are hereby notified as follows:
1.Guiding ideology
Hold the great banner of socialism with Chinese characteristics, guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the scientific development concept, and Xi Jinping's thought of socialism with Chinese characteristics in the new era, and thoroughly implement the spirit of the Party's 19th National Congress and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th Central Committee. Fully implement the important exposition of General Secretary Jin Ping on education and on the spirit of the National Education Conference: adhere to emancipating the mind, seeking truth from facts, advancing with the times, focusing on major practical issues, paying equal attention to basic and applied research and giving full play to the demonstration and guidance role of national educational science planning topics so that to speed up the construction of an educational science system with Chinese characteristics and serving the overall work of the party and the state, and contribute to the prosperity and development of educational science.
To apply for the national educational science planning project, the project should reflect the distinct characteristics of the times, problem orientated and innovative consciousness, and strive to launch research results that reflect the national standards. Basic research should closely track the frontiers and trends of academic development and discipline construction both at home and abroad; promote the construction and innovation of discipline system, academic system and discourse system and strive to be original, pioneering and of high academic and ideological value. The applied research should be based on the needs of the development of the party and the state, focusing on the overall theoretical and practical issues in the development of education, and be realistic, targeted and thus have strong reference value for future decision-making.
2 subject categories, guidelines, completion time and funding
1.This year's national education science planning bidding project categories: National Social Science Fund Pedagogy Major Bidding Project, key project (responding quickly to some major problems in education development and providing timely policy recommendations for the sensible decision-making of the Party and the government), general project and youth fund project, key project and youth special project of the Ministry of Education, and special project of education research in Hong Kong and Macao (including key and youth levels of the Ministry of Education).
2.The guidance on this year's major biding on National Social Science Fund and key projects set up a project (Annex 1). Other categories of projects do not have a guide. To apply for major biding and key projects, the titles must be consistent with the guidelines, and no changes to the titles or adding subtitles is allowed. In principle, only one project cam be set up for each topic; Major bidding projects contains an on-site defense, and failure to participate in the defense shall be deemed as automatic waiver. Major and key topics of the flow can be studied by entrustment. Other categories need applicant to draw up the titles. Forward-looking and innovative research that reflects the needs of the country and international trends is encouraged. The title of the self-designed topic should be scientific, rigorous, standard and concise, so as to avoid ambiguity or controversy. Special topics of education research in Hong Kong and Macao can be applied according to the key issues in education in Hong Kong and Macao.
3. Time limit for the completion of the project: in principle, the major and key bidding projects of the national social science fund are required to be completed within 2 years; The basic theoretical research of other types of topics is generally 3-5 years, the applied countermeasures research is generally 2-3 years, and the special research topic of education in Hong Kong and Macao is 1 year (the research results require the submission of decision-making consultation reports and research reports).
4. The amount of funding for the project: 600,000 yuan for major bidding projects, 350,000 yuan for key projects, 200,000 yuan for general projects and 200,000 yuan for youth projects of the National Social Science Fund; The key project of the Ministry of Education is 50,000 yuan and the youth project is 30,000 yuan; For Hong Kong and Macao special educational research projects, the research funds are provided by relevant ministries and departments of the Ministry of Education, and the funding intensity is the same as that of the National Education Science Planning Ministry of Education.
The applicant shall, according to the requirements of theDetailed Rules for the Identification of Achievements of National Educational Science Planning Projects(Annex 7) andthe Measures for the Administration of Funds of National Social Science Fund Projects,determine the categories of applied projects, and report a scientific and reasonable budget according to actual needs.
3. the application thresholds
1. The applicant should be an on-the-job teacher in our school and abide by the Constitution and laws of the People's Republic of China; Having the ability to independently organize and carry out research and be able to undertake substantive research work.
2. The requirements of bidders of major national projects are the same as those of major national social science funds:
(1) There can only be one chief expert, who must have high political quality, profound academic attainments and scientific research experience, strong sense of social responsibility, and be able to consciously practice the fine style of integrating theory with practice; Have a senior professional and technical position and be able to shoulder the responsibility of the organizer and instructor of the research project; Have the nationality of the People's Republic of China.
(2) The chief experts who are currently studying major projects of the National Social Science Fund, Marxist Theoretical Research and Construction, Philosophy and Social Science Research of the Ministry of Education and other major national scientific research projects cannot be invited as the chief experts to bid for major and key projects of the new National Social Science Fund. The chief experts who apply for major research projects of philosophy and social sciences of the Ministry of Education and other major national scientific research projects cannot apply for major and key projects of the National Social Science Fund in the same year.
(3) The chief expert cannot participate in other topics of this bid as the sub-topic leader or research group member. Sub-project leaders can only participate in one bidding project. Members of the research group can participate in at most two bidding projects.
(4) The chief expert and sub-project leader must have rich preliminary research results related to the bidding project. Applicants for major and key national projects must have senior professional and technical titles (positions) and can shoulder the responsibility of the actual organizers and instructors of research projects.
3. Applicants for national key projects must have senior professional titles (positions). Applicants for national general projects must have professional and technical titles (positions) or doctoral degrees at or above the deputy senior level. Those who do not have professional titles (positions) or doctoral degrees above the deputy senior level can apply for national youth projects, key projects of the Ministry of Education and youth projects of the Ministry of Education, and do not need written recommendations from experts. Applicants for the youth program of the Ministry of Youth and Education are not older than 35 years old (born after April 9, 1986).
4. Members of the research group must obtain participants’ consent and sign for confirmation, otherwise the application will be deemed as illegal. The applicant may, according to the actual needs of the research, absorb overseas researchers as members of the research group to participate in the application. Full-time postgraduate students cannot apply. On-site postdoctoral staff can apply, among which on-the-job postdoctoral staff can apply from their work units or postdoctoral workstations, and full-time postdoctoral staff can apply from their postdoctoral workstations.
5. In order to avoid over-reporting, cross-application and repeated project establishment, and to ensure that the applicant has enough time and energy to engage in research, the application for the project is limited as follows:
(1) the person in charge of the project can only apply one national educational science planning project in the same year, and cannot participate in the application of other national educational science planning projects as a member of the research group; Members of the research group can participate in up to two national education science planning projects in the same year; Members of the research group who are studying national-level projects can participate in at most one application for a national educational science planning project.
(2) The person in charge of the national social science fund project, the national natural science fund project, the national educational science planning project, the humanities and social science project of the Ministry of Education and other national scientific research projects under study cannot apply for a new national educational science planning project (if the completion certificate is issued before April 9, 2021, or if the qualified completion materials have been submitted before April 9, they can apply. If the latter is a national educational science planning project, it needs to be verified by the Office of the Leading Group for National Educational Science Planning, and the non-national educational science planning project needs to be attached with the proof of the time when the local social science management departments send out the settlement materials or the time of submission in the national social science fund scientific research and innovation service management platform).
(3) The person in charge of applying for the National Natural Science Foundation of China, the National Social Science Foundation of China, the Humanities and Social Sciences Project of the Ministry of Education and other national scientific research projects cannot apply for the National Education Science Planning Project in the same year, nor can the members of their research groups apply for the National Education Science Planning Project with the same or similar topics as the person in charge.
(4) It is not allowed to avoid the provisions of the aforementioned clauses (1) to (3) by changing the responsible units, and it is not allowed to apply for the application materials with basically the same or similar contents in the names of different applicants.
(5) Where there is a great connection between the content and various topics at all levels under study or completed, the connection and difference between the applied topic and the undertaken topic shall be explained in detail in the Application Form, otherwise it shall be regarded as a repeated application; It is not allowed to apply for the closing of a number of fund projects with the same results with basically the same or similar contents.
(6) Where a doctoral dissertation or post-doctoral outbound report is used as the basis to apply for a national educational science planning project, the connection and difference between the applied project and the dissertation (outbound report) shall be indicated in the Application Form, and the original dissertation (outbound report) shall be submitted when applying for the appraisal of the final item.
(7) It is not allowed to apply for the national educational science planning project with research results which are basically the same as those published.
(8) Where the staged results or final results are published in the name of the national educational science planning project, the words of supporting many fund projects shall not be marked at the same time.
6. To implement the Central Committee's "Several Opinions on Further Strengthening the Construction of Scientific Research Integrity", the applicant should fill in the application materials truthfully, ensure that there is no intellectual property dispute, and do not violate the requirements of scientific research integrity. Anyone who commits fraud, plagiarism, etc., once found and verified, will be disqualified for 5 years; If the project is approved, it will be withdrawn and a criticism in circulated notice will be made. In order to ensure the fairness and seriousness of the application and review, the reporting unit or individual shall not visit, consult or invite the experts of the discipline review group to conduct the application and counseling in any name before the review meeting. Anyone who pays bribes to review experts will be given criticism once verified; If the project is approved, the project will be withdrawn, and applicants will be disqualified for the national educational science planning project within 5 years. In addition, anyone who finds serious violations of laws and regulations in the application and review of the project will also be listed in the bad credit record of scientific research.
7. This year, the national education science planning project will continue to implement the quota declaration, and the quota index will be issued separately. All units should examine the applicant's qualifications according to the relevant provisions of theMeasures for the Administration of National Educational Science Planning Projectsand the requirements of this Notice, and carefully examine the application qualifications, the authenticity of the preliminary research results, the research strength and necessary conditions of the research group, etc., so as to ensure the authenticity and research ability of the contents filled in by the applicant. All units should organize the academic committees of their own units to strictly control the contents, improve the reporting quality, and reduce the repeated reporting of similar topics.
8. The person in charge of the project should abide by the relevant commitments, fulfill the agreed obligations and complete the research tasks on schedule during the project implementation period. The form of the results should be consistent with the expected results and should not be lower than the corresponding requirements in theDetailed Rules for the Identification of the National Educational Science Planning; The Application for National Educational Science Planning Project approved for the project is regarded as the binding text of the funding contract. The final results shall be subject to the appraisal system, and the appraisal grades shall be announced. Except in special circumstances, the final research results of the national social science fund project must be identified first and then published, and the publishing unauthorized results shall be deemed to terminate the funding agreement. If minority languages or foreign languages will be adopted in writing the research results, please explain them in the demonstration of the Application.
4. the application procedure
1. In 2021, the national education science planning project followed the paper application method, Applicants for major and key bidding projects of the National Social Science Fund should fill out the "Application for Bidding for Major (Key) Projects of the National Social Science Fund in 2021" (Annex 2); Applicants for other subjects fill in the “Application Form for National Educational Science Planning in 2021” (Annex 4) and “Loose Sheet for National Educational Science Planning in 2021” (Annex 5), fill in the corresponding disciplines according to the discipline classification codes listed in the Application Form, and select the class code in accordance to the principle of ‘as close as possible’ for interdisciplinary research. Application Forms, loose-leaf pages, etc, shall be uniformly filled out by computer, printed on both sides of A3 paper, and bound in the middle seam. Individual and late application will not be accepted.
2. Time arrangement and material submission
(1) the national social science fund major and key bidding project
All units are requested to submit the qualified Application for Bidding in 7 copies (at least 2 originals), theSummary Table of Bidding Materials for Major Key Subjects of Education of National Social Science Fund in 2021(Annex 3) and the electronic version report to the Social Science Department before March 19, 2021.
(2) Other types of topics
All units are requested to submit the qualifiedApplication Formin triplicate (original), the loose leaf ofProject Design Demonstrationin sextuplicate, theSummary Table of National Educational Science Planning 2021 Annual Application Projects(Other Types of Projects) (Annex 6) and the electronic version to the Social Science Department before March 29, 2021.
