According to the requirements of the Social Science Department of the Ministry of Education, “Notice on the Application of General Projects of Humanities and Social Sciences Research of the Ministry of Education in 2021" (No.6 [2021] of the Department of Education and Social Sciences), the relevant matters concerning the application work are hereby notified as follows:
1. Guiding ideology
Hold high the great banner of socialism with Chinese characteristics, adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the scientific development concept, and Xi Jinping's socialism with Chinese characteristics in the new era, and comprehensively implement the spirit of the Party's 19th National Congress and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th Central Committee. Thoroughly implement General Secretary Jin Ping's important expositions on education and philosophy and social science work and enhance "four consciousnesses", strengthen "four self-confidences", and achieve "two maintenance", focusing on studying and answering major theoretical and practical problems in the new development stage, based on China. Learn from foreign countries, excavate history, grasp the present, care for mankind and face the future. Insisting on paying equal attention to basic research and applied research to better lead and facilitate universities to accelerate the construction of academic system, discourse system of philosophy and social sciences with Chinese characteristics. Comprehensively prosper philosophy and social sciences, contribute to the development of the party and the nation, and celebrate the 100th anniversary of the founding of the party
2. Project categories, funding and topic selections
The general projects in 2021 are divided into: (1) Planning Fund Projects, the funding of which is no more than 100,000 yuan; (2) Youth Fund Projects, the funding of which does not exceed 80,000 yuan; (3) Self-Financed Projects shall be financed by the applicant from relevant departments outside the school or enterprises and institutions, and the self-raised funds shall not be less than 80,000 yuan.
There is no application guide for this project application, and the applicants carefully contemplate and formulates the research topic by themselves according to their research foundation and academic expertise. The application subject should be based on the intersection of "two hundred years" history, reflecting the distinct characteristics of the times, and be problem orientation and innovative consciousness. The title of the research topic should be standardized, accurate and concise.
The research on Xi Jinping's thought of socialism with Chinese characteristics in the new era should pay attention to deepening the research and interpretation from the aspects of originality of the theory, especially focusing on the original, innovative and advanced viewpoints put forward by General Secretary Xi Jinping in leading the practice of governing the country in the new era since the 19th National Congress of the Communist Party of China.
Basic research should closely follow the needs of academic research frontier and discipline construction at home and abroad, embody the original and pioneering academic innovation value, thoroughly expound the rationale and philosophy behind the Chinese miracle, and strive to promote the construction of academic system discourse system of philosophy and social sciences with Chinese characteristics.
The applied research should be based on the development needs of the party and the country, focus on promoting the major decision-making arrangements of the CPC Central Committee, especially the major strategies and major measures made by the Fifth Plenary Session of the 19th CPC Central Committee. The study should also focus on the overall and forward-looking theoretical and practical issues, reflecting the targeted and effective reference value for future decision-making .
Applicants should carefully study theAdministrative Measures for Humanities and Social Sciences Research Projects of the Ministry of Educationand the previous projects, so as to improve the application quality and avoid repeated application.
3. Subject Scope of Projects
According to theDiscipline Classification and Codepublished by the former State Bureau of Quality and Technical Supervision in 2009 and the actual situation of universities, the scope of disciplines allowed this time includes: (1) Marxism/ideological and political education; (2) Philosophy; (3) Logic; (4) Religious studies; (5) linguistics; (6) Chinese literature; (7) Foreign literature; (8) Art studies; (9) History; (10) archaeology; (11) economics; (12) management science; (13) Political science; (14) Law; (15) Sociology; (16) Ethnology and culturology; (17) Journalism and Communication; (18) Library, information and philology; (19) pedagogy; (20) Psychology; (21) Physical education; (22) statistics; (23) Research on Hong Kong, Macao and Taiwan issues; (24) Research on international issues; (25) interdisciplinary/comprehensive research.
4.Application Threshold
1．The applicant should be an on-the-job teacher in our school.
2. Applicants must be able to actually engage in research work and be responsible for organizing the implementation of the project; Each applicant is limited to one item, and the members of the research group listed must obtain the participants’ consent, otherwise the application will be deemed as illegal.
3. In addition to complying with the relevant provisions of theMeasures for the Administration of Humanities and Social Sciences Research Projects of the Ministry of Education,the applicant must also meet the following conditions:
(1) Planning fund project applicants should have senior professional titles (including vice high).
(2) Applicants for youth fund projects should have a doctoral degree or above (including intermediate) title and be no more than 40 years old (born after January 1, 1981).
(3) Applicants for self-funded projects must attach copies of proof materials (e.g., payment vouchers or bank receipts) provided by the Finance Department of the school after theApplication Evaluation Book for General Projects of Humanities and Social Sciences Research of the Ministry of Education(Application Evaluation Book), and fill in the "Funds from Other Sources" column in theApplication Evaluation Bookat the same time.
4. Application in one of the following circumstances shall not apply for projects:
(1) The person in charge of the humanities and social science research projects of the Ministry of Education under study (including major key research projects, major base projects, later funded projects, general projects, etc.).
(2) The person’s research project of humanities and social sciences hosted by the Ministry of Education has been terminated for various reasons within three years or cancelled for various reasons within five years.
(3) The person in charge of various projects of the National Social Science Fund under research (including major bidding projects, key projects, general projects, youth projects, later-stage funded projects, western projects and single-discipline projects, etc.) and the National Natural Science Fund. If the above projects have been completed, relevant certificates must be attached.
(4) Applicants for the National Social Science Fund Project in 2021.
(5) Applicants who have applied for the general projects of humanities and social sciences research (including special task projects) of the Ministry of Education for two consecutive years (referring to 2019 and 2020) are not funded, and their qualifications for application in 2021 are suspended.
5. Application methods and procedures
1. Online declaration is adopted for this project. The new version of theApplication Evaluation Formwas launched in 2021, and the previous version was invalid.
2.The application system of humanities and social science research management platform of the Ministry of Education (hereinafter referred to as the application system) is the only network platform for this application, and the application method and process are subject to the instructions on this system. The home page of Social Science Department of the Ministry of Education is http://www.moe.gov.cn/s78/A13/.
3. Applicants can log in to the system to download the Application Evaluation Form, fill it out and print it with a computer according to the prompt instructions of the official system and the requirements on the Application Evaluation Form. Then register an individual user account or log in to the declaration system through an existing individual user account to upload the electronic document of the Application Evaluation Form.
4．Please ask the scientific research secretary of each unit to summarize theApplication Evaluation Book(paper first draft in one copy) and send it to the Social Science Department for review before March 16, 2021 . After the re-examination, the application teachers upload theApplication Evaluation Bookthrough the application system, and the uploading deadline is March 23rd. Please ask the scientific research secretary to report the summary table (Annex 2) to the Social Science Department before this deadline, and the Social Science Department will review and confirm the online applications. This year's application does not need to be submitted in paper form. After the project is announced, one paper application material with the signature of the person in charge and members and the seal of the responsible unit shall be submitted as required. All reporting units are requested to plan ahead, make reasonable arrangements and complete the reporting work in strict accordance with the above-mentioned time. No application will be accepted after the deadline.
6. Other Requirements
1. In accordance with theMeasures for the Administration of Special Funds for the Prosperity Plan of Philosophy and Social Sciences in Tertiary Schools(Cai Jiao [2016] No.317), the project funds are subject to strict and standardized budget and final accounts management. The applicant should accurately calculate the total budget and reasonably allocate the annual budget according to the actual demand during the research period. The rationality of budget is an important part of evaluation, and unrealistic budget will affect the evaluation results.
2．The number and content of theApplication Review BookandSummary Tablesubmitted by each reporting unit online should be consistent, otherwise it will not be accepted.
3．This project review is conducted anonymously. In order to ensure the fairness and justice of the assessment, the information about the applicant's name, school and so on shall not appear in Table B of theApplication for Assessment, otherwise it will be treated as invalid.
4．The applicant shall truthfully fill in the materials to ensure that there is no intellectual property dispute. Anyone who commits fraud, plagiarism, etc, will be disqualified from reporting for three years once found and verified. If the project is approved, it will be withdrawn, and informed criticism will be given.
5．All concerned units are requested to attach great importance to and carefully organize this reporting work, earnestly implement the working responsibility and strengthen the examination and control of reporting materials to ensure the accuracy and truthfulness of the information reported, as well as to organize the academic committee and hold a application review meeting to give guidance on preliminary evaluation so as to improve the quality of projects applications. The research secretary shall conduct the preliminary review with reference to the "Key Points for Examination of Application Evaluation Book" (Annex 1) of the General Project of Humanities and Social Sciences Research of the Ministry of Education in 2021. If any violation is made, there will be informed criticism.
