According to the Notice of Jilin Provincial Philosophy and Social Science Planning Fund OfficeNotice on Issuing the guide for application of social science fund projects of Jilin Province in 2021(JiXuantong [2020] No.57), the application matters of our school are hereby notified as follows:
1.Guiding ideology
Hold the great banner of socialism with Chinese characteristics, takeMarxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the scientific development concept and Xi Jinping's thought of socialism with Chinese characteristics in the new era as the guidance, thoroughly study and implement the spirit of the Party's 19th National Congress and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th Central Committee, and conscientiously implement the spirit of the important instructions of General Secretary Xi Jinping's inspection of Jilin. Implement the important decision-making arrangements of the central government, the provincial party Committee and the provincial government, adhere to major practical issues as the main direction, pay equal attention to basic research and applied research, give play to the guiding role of social science funds, accelerate the construction of philosophy and social sciences with Chinese characteristics, and provide intellectual support for the comprehensive revitalization of Jilin.
2.The types of projects and topic selection requirements
The provincial social science fund projects in 2021 can be divided into nine categories, which are: key projects (think tank projects), research and interpretation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, research to celebrate the centenary of the founding of the Communist Party of China, general self-selected projects, doctoral and youth support projects, research base projects, horse engineering projects, ideological and political research projects, and network culture research projects.
2.1 Key projects (think tank projects). Requirements for topic selection: closely combine the major strategic arrangements of the central government and our province since the 19th National Congress, focus on the key tasks such as implementing the rule of law thought of the internship, focus on the all-round revitalization of Jilin, focus on selecting major theories, major realities and major frontier issues for demonstration and declaration, and give full play to the role of think tanks to serve the decision-making of the provincial party committee and the provincial government. About 20 projects are planned, with emphasis on applied research.
2.2 Study and explain the spirit of the Fifth Plenary Session of the 19th CPC Central Committee (hereinafter referred to as the Fifth Plenary Session). Requirements for topic selection: thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the objectives and tasks of the 14th Five-Year Plan, and closely focus onthe Proposal of the CPC Central Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-term Goals for the Year 2035,the Proposal of the CPC Jilin Provincial Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-term Goals for the Year 2035and the hot issues of economic and social development in Jilin Province during the 14th Five-Year Plan period. In-depth focus on key tasks such as building a well-off society in an all-round way, implementing the innovation-driven development strategy, building a modern industrial system, integrating into the new development pattern, and promoting rural revitalization, etc., and launching major achievements with theoretical persuasiveness, practical guiding significance, and decision-making reference value. About 20 projects are planned, including about 5 key projects and about 15 general projects.
2.3 A special research project to celebrate the centenary of the founding of the Communist Party of China (hereinafter referred to as the centenary project of the founding of the Party). Requirements for topic selection: Focus on the study of the CPC's century-old struggle history, systematically review and summarize the glorious course and great achievements of the CPC since its founding in the past 100 years on the basis of in-depth study of the Party history, the history of new China, the history of reform and opening up and the history of socialist development, and conduct topic selection research around major theoretical and practical issues such as party building experience, struggle experience, ruling experience and socialist construction experience. About 10 projects are planned, all of which are general projects.
2.4 General optional items. Requirements for topic selection: Adhere to theoretical innovation, focus on integrating theory with practice, and closely combine the actual needs of economic and social development in our province. The topic selection should reflect distinct problem orientation and innovative consciousness.
2.5 Doctoral and youth support programs. Requirements for topic selection: Focusing on the actual needs of economic and social development in Jilin Province, combining with scientific research and teaching work, we should look for refined research topics in our own research direction, research fields and academic advantages.
2.6 Research base project. The research base project refers to the annual rolling project of Jilin characteristic culture research base and Jilin social science key field research base which are approved to operate.
2.7 Marxism theoretical research and construction projects. Marxist theoretical research and special project of construction engineering, referred to as " Marxism theoretical research and construction projects". Requirements for topic selection: Taking the study and propaganda of Xi Jinping's socialism with Chinese characteristics in the new era as the fundamental task, focusing on in-depth study, propaganda and implementation of the spirit of the important instructions of General Secretary Xi Jinping's important speech on inspecting Jilin, focusing on doing a good job in propaganda and ideological work in the new era, highlighting theoretical and practical characteristics, and applying for topics independently. About 10-30 projects are planned.
2.8 Ideological and political studies. The special topic of ideological and political work research in colleges and universities is referred to as "the special topic of ideological and political work research". Requirements for topic selection: closely combine the actual ideological and political work in colleges and universities in our province, refine the research topic selection in the in-depth implementation of the "Qingma" project practice, and focus on the combination of basic theoretical research of Marxism and practical research on training young Marxists. About 10-20 projects are planned.
2.9 Special study on network culture. Requirements for topic selection: Based on the theoretical and practical research on network culture, and focusing on General Secretary Xi Jinping's important thoughts on network power, network culture dissemination and supervision, network dissemination of socialist core values, network culture security, network culture education, network literature and network language, excellent traditional culture and Internet culture construction, and network culture industry development, etc. About 5-15 projects are planned.
The above topics should pay attention to the political direction, academic innovation, social benefits and practical value of research. The description of the subject name should be scientific, rigorous, standard and concise.
3.The project funding
3.1 key projects (think tank projects) each funded 40 thousand yuan;
3.2 The special key projects of the Fifth Plenary Session each funded 40,000 yuan, and the general projects each funded 20,000 yuan;
3.3 The special project for the founding of the party in the past 100 years is 20,000 yuan each;
3.4 20,000 yuan for each general optional project;
3.5 The doctoral and youth support projects each funded 10,000 yuan;
3.6 Each research base project is funded by 10,000 yuan;
3.7 Each Marxismtheoretical research and construction projectsis funded by 20,000 yuan;
3.8The special project of ideological and political research is funded by 20,000 yuan each;
3.9 The special project of network culture research is funded by 20,000 yuan each;
The applicant shall, in accordance withthe requirements of the Measures for the Administration of Funds of Social Science Funds in Jilin Province, prepare a scientific and reasonable budget according to the actual needs.
4.Form of Results and Research Period
The final results of the application project can be divided into three categories: serialized papers, research reports and works. Specific requirements are as follows:
4.1 Serialized papers require the project leader and members of the research group to publish more than 5 academic papers related to the project in public journals, of which at least 2 are core journals. The person in charge of the project shall publish at least 2 articles (including 2 articles) and at least 1 core journal or above, otherwise the project will not be closed. The research period is generally 2 years.
4.2 The research report is limited to be used in the form of the final result of applying countermeasures. The research report needs to be completed in more than 30,000 words, and the summary of results is about 3,000 words. The research period is generally one and a half years. When applying for closing items,The Test Report on Repetition Rate of Project Achievementsmust be submitted at the same time. If the copy ratio is less than 20%, it can be regarded as qualified before submitting the application for closing items, otherwise the application for closing items will not be accepted.
4.3 The results of works require more than 150,000 words, and the research period shall not exceed 3 years.
4.4 The basic research requires a series of papers or works, and the applicant can choose one of them to fill in according to the research content of the selected topic. The final result form shall not be changed at will after being approved and established.
4.5 The final results of the Fifth Plenary Session are in the form of research reports or papers. The research period of the research report is 6 months (calculated from the date of project establishment), and the final result is a comprehensive report of about 30,000 words and a summary of results of 3,000 words. The research report must have practical guiding significance and reference value for decision-making, and obtain affirmative instructions from leaders at or above the sub-provincial level, or be organized by the Propaganda Department of the provincial party committee to determine that the quality of the results meets relevant requirements. Thesis research should be completed before December 30, 2021, and more than one academic paper (including one) should be published in national journals to declare the final results of key projects; To declare general projects, it is necessary to publish more than 2 related academic papers (including 2 papers) in public journals, including at least 1 core journal paper.
4.6 The final result of the centennial special project for the Party building is a research report or paper. The research period of the research report is 6 months (calculated from the date of project establishment), and the final result is a comprehensive report of about 30,000 words and a summary of results of 3,000 words. The research report must have practical guiding significance and reference value for decision-making, and obtain affirmative instructions from leaders at or above the sub-provincial level, or be organized by the Propaganda Department of the provincial party committee to determine that the quality of the results meets relevant requirements. Thesis research should be completed before December 30, 2021, and the final results should be published in public journals with more than 2 related academic papers, including at least one core journal paper.
4.7 The final results of Marxismtheoretical research and construction projectsare papers or research reports. More than one paper should be published inQiushi,People's Daily,Guangming DailyandEconomic Daily, or more than five papers should be published in party newspapers, journals and academic journals at or above the provincial level. The author of the paper should be signed by "Jilin Research Center for Theoretical System of Socialism with Chinese Characteristics". The research report should have theoretical persuasiveness and practical guiding significance, especially have decision-making reference value for propaganda and ideological work in the new era, which should be recognized by the Propaganda Department of the Provincial Party Committee. The basic theory research period is 1-2 years, and the applied research period is 1 year.
4.8 The research period can choose the exact time to fill in according to the research workload of the selected topic. The time limit for the completion of the application subject is not allowed to be changed arbitrarily after the project is approved, and the infinite special reasons must be completed according to the original planned time.
4.9 After the project is approved, the project undertaker and project leader should strengthen the daily management and budget execution of the project in the process of research and implementation, and strictly followthe Measures for the Administration of Jilin Social Science Fund Projectandthe Measures for the Administration of Jilin Social Science Fund Project Funds.
5. reporting requirements and reporting conditions
5.1 The applicant should be an on-the-job teacher of philosophy and social sciences in our school.
5.2 In accordance with the relevant spirit ofthe Opinions on Further Promoting the Spirit of Scientists and Strengthening the Construction of Style and Style of Study, in order to avoid over-reporting, cross-reporting and repeated project establishment, and to ensure that the applicant has enough time and energy to engage in research, the 2021 provincial social science fund project application is limited as follows:
5.2.1 The applicant can only choose one class and one topic in the provincial social science fund project category to declare, and shall not repeat the declaration.
5.2.2 The person in charge who is undertaking the national or provincial social science fund projects (excluding those completed before the deadline for the application of the provincial social science fund projects in 2021, the same below) shall not apply for the provincial social science fund projects in 2021, and the members of the research group are not limited.
5.2.3 The person in charge of two or more provincial scientific research projects, and the person in charge of one or more institutions of higher learning, scientific research institutions and enterprises, shall not be used as the person in charge of the project to declare the provincial social science fund projects. "Provincial scientific research projects" refer to various provincial science and technology (social science) plans (special projects, funds, etc.) organized and implemented by relevant provincial departments through provincial financial arrangements (including provincial financial arrangements for the overall use of central financial funds), and scientific research projects that are selected and funded by open competition, including but not limited to provincial university scientific research planning projects organized by provincial education department, provincial philosophy and social science think tank fund organized by provincial academy of social sciences, provincial science and technology innovation think tank project organized by provincial association, and provincial science and technology department
5.2.4 The same topic of the applicant may not be declared repeatedly, or it may be declared in a new way; Those who intend to declare or have already declared other "provincial scientific research projects" in 2021 (excluding those that have been announced to be eliminated after examination) shall not declare the provincial social science fund projects.
5.2.5 The applicant shall clearly list in the Application the information of various scientific research projects at all levels related to the research content of this application undertaken as the project leader (fill in the projects obtained since 2016), including the project name, funding institution, funding amount, project completion, research start and end time, etc.
5.2.6 The applicant shall not repeatedly apply for the application materials with basically the same or similar contents in the name of different applicants; The applicant shall not declare the topic of the research or completed project whose content is basically the same or similar; It is not allowed to apply for multiple projects closing items with the same results with basically the same or similar contents.
5.2.7 Those who repeatedly declare the same topic and receive multiple grants, or those who declare multiple grants from the same applicant, once discovered, cancel the relevant projects and recover the project funding, which is included in the personal credit file, and shall not declare the provincial social science fund project within 3 years.
5.3 Specific conditions for declaration of various projects are as follows:
5.3.1 for key projects, the applicant must have a senior professional and technical position.
5.3.2 For the special projects of the Fifth Plenary Session, the applicants who apply for key projects must have senior professional and technical positions, and those who apply for general projects must have deputy senior and above professional and technical positions. Commissioned by the relevant departments in the province has participated in the "14th Five-Year Plan" related research applicants, in principle, shall not declare the provincial social science fund projects with the same or similar topics.
5.3.3 For the centennial special project of founding the Party, the applicant must have professional and technical positions of deputy senior or above.
5.3.4 For general optional items, the applicant must have professional and technical positions of deputy senior or above.
5.3.5 For doctoral and youth support projects, the applicant should have intermediate and below professional and technical positions, and those with deputy senior and above professional and technical positions cannot declare such projects. Doctoral students with doctoral degrees or in-service doctoral students can declare such projects. Applicants who do not have a Ph.D. or are not studying as doctoral students shall not be older than 45 years old (born after March 31, 1976).
5.3.6 For research base projects and research bases with spare rolling project quota, the person in charge of the research base shall publicly determine the topic according to the research and development plan of the base, and openly and impartially select the best applicants to declare according to the ratio of 1: 1. The number of failed projects will be postponed for the next year. Research base projects shall not allow people other than base members to declare.
5.3.7 For ideological and political research projects, applicants must be teachers and counselors who are engaged in ideological and political education and research in colleges and universities. This application is limited to 5 items in our school.
5.3.8 For the special research project of network culture, the applicant must have professional and technical positions of deputy senior or above.
5.4 To implement the Central Committee'sOpinions on Further Strengthening the Construction of Scientific Research Integrityand the ImplementationOpinions on Further Strengthening the Construction of Scientific Research Integrityby the General Office of the Provincial Party Committee and the General Office of the Provincial Government, the project applicant shall truthfully fill in the materials as required to ensure that there is no intellectual property dispute and there shall be no acts violating the requirements of scientific research integrity. All units should strengthen the organization and guidance of the declaration work, and strictly review the declaration qualification and the authenticity of the application materials. According to theJilin Province Social Science Fund Project Fund Management Measures, the project budget should be strictly audited and submitted to the application materials. Where misconduct and dishonesty in scientific research are found in the project application review, if the project is approved, the project will be withdrawn and informed criticism will be recorded, and the applicant shall not declare the provincial social science fund project within 3 years.
6. Method and time of declaration
6.1 The applicant shall fill in the Application Form (Annex 2) of the 2021 Provincial Social Science Fund Project revised in December 2020 in triplicate and the Loose-leaf (Annex 3) in sextuplicate. The applicant shall operate truthfully in strict accordance with the instructions for filling out the form in the Declaration, and shall not use the old version of the Declaration and Loose-leaf. Offenders shall be treated as invalid materials.
6.2 The deadline for the special declaration of the Fifth Plenary Session and the centenary of the founding of the Party is January 15, 2021, and it will not be accepted after the deadline. In addition, the deadline for application of other projects is March 19th, 2021, and it will not be accepted after the deadline. Please ask the scientific research secretary of each unit to submit the "Declaration", "Loose-leaf", declaration list (Annex 4) and electronic version to the Social Science Department before the specified date. The electronic folder is required to be named by the company (such as XX College), in which the Filing and Loose-leaf folders are set up respectively, and the documents are named by "discipline + Jilin University + applicant's name" (such as "Marxist-Leninist Science Society + Jilin University + Zhang San").
