According tothe Implementation Plan of Changbai Mountain Talent Project in Jilin Province(JiRenCaiword[2019] No.4),Administrative Measures for Talent Support Project in Changbai Mountain Area in Jilin Province(JiZutongword[2020] No.50) and "Notice on Carrying out the Application and Recommendation Work of Changbai Mountain Talent Project in Jilin Province in 2020" (JiZutongword[2020] No.51).The following is a notice on the organization and implementation of the application and recommendation of leading talents of Humanities and Social Sciences in Changbai Mountain in 2020.
1.General principles
Guided by Xi Jinping's new era of socialism with Chinese characteristics, he thoroughly implemented the important thinking of General Secretary Xi Jinping on propaganda and ideological work, and closely focused on the mission of "raising the banner, gathering people's hearts, educating new people, developing culture, and displaying image", adapting to the new era. To promote the development of ideological and cultural undertakings, we selected a group of high-level leading talents with good political quality, strong professional ability and positive style of study, and provided strong talent support for promoting the integrity and innovation of propaganda and ideological and cultural work and serving the all-round revitalization of Jilin.
2. The qualifications for declaration
2.1 The applicant must support the leadership of the communist party of China and the socialist system with Chinese characteristics, support the party's line, principles and policies, adhere to the correct political direction, patriotic dedication, abide by the law, behave well, have a decent style of study, be honest and trustworthy, have good professional ethics and professionalism, and perform their duties exemplary.
2.2 The applicant shall be engaged in journalism, culture, publishing, social science research, non-public party building and other work in our province, with high attainments, and make important contributions to economic and social development and propaganda of ideological and cultural work. The age should be no more than 55 years old, with bachelor degree or above and deputy senior titles, have worked full-time in the province for more than 1 year, and have been able to work continuously in the province for more than 5 years after being selected, and meet one of the following conditions at the same time:
2.2.1 Have high academic attainments in the field of philosophy and social sciences, and have representative works recognized by peers or other influential achievements. Generally, he should undertake national humanities and social science research projects independently or as the head of the research group; Or papers, works, research reports and other research results have won national awards or influential academic awards in this professional field; Or the research results have made great theoretical innovations or have high application value.
2.2.2 He has made outstanding contributions in the fields of press and publication, culture and art, etc., with outstanding business achievements and representative works or important achievements with wide influence. Generally, they should receive national awards such as the "Five One Projects" Award; Or the works created by the master are oriented correctly, have a wide range of influences, and have achieved remarkable social benefits.
The calculation of the applicant's age and years is as of December 31, 2020.
3.The funding policy
Jilin Province gives 300,000 yuan of support funds to leading talents in humanities and social sciences, with a support period of 5 years and allocated in 5 years.Mainly support the selected candidates for carrying out investigation and research, organizing research projects, purchasing books and materials, publishing monographs, holding exhibitions and performances, team building, exchanges and cooperation, performance incentives, etc.
The performance incentive part of the support funds shall not exceed 20% of the total amount, which shall be regarded as provincial awards and shall be exempted from personal income tax in accordance with relevant regulations.Selected provincial management cadres do not enjoy the performance incentive part of provincial training support funds.
4. Application materials and recommended procedures
4.1 Application materials
4.1.1 Declaration form. The applicant can download the application template (Annex 1) through the "Jilin Changbai Mountain Talent Project Application Evaluation System" (http://cbsrc.jlkjxm.com).
4.1.2 Proof materials. Must be bound separately, and the first page must be marked with the catalogue and page number. The certification materials should be consistent with the information reported in the project declaration, and the order content mainly includes: a copy of the ID card of the recommended candidate; Copies of academic qualifications and degree certificates; Professional and technical post certificates or certificates and employment certification materials; Home pages, catalogues and home pages of journals (international conferences) published by representative papers in relevant directions; Copy of scientific research, talent title and award certificate; Reflect the name, source, funds of the project or subject, the task book of my role and the key pages of the contract; International scientific research organizations, important academic journals and important academic conference reports and other certification materials. Confidential materials need to be declassified before being submitted.
4.2 To declare the recommended procedures
4.2.1 Personal declaration and college recommendation. Applicants who meet the qualifications for declaration may apply to their units.The unit where the applicant is located holds an academic Committee to review the declaration and conduct appraisal, and one person is recommended per unit limit (one person can be added to the unit where the key research base of humanities and social sciences of the Ministry of Education is located),The unit where the applicant is located fills in the recommendation report of the middle-level unit (Annex 2), and the director of the academic Committee and the person in charge of the party and government of the recommendation report unit sign and affix the official seal of the unit.
The applicant may also adopt the method of joint recommendation by experts, which shall be jointly recommended by three academicians of Chinese Academy of Sciences, Chinese Academy of Engineering or members of Chinese Academy of Social Sciences in related fields, and may not be limited by the recommended quota.The applicant recommended by the experts shall fill in the joint recommendation form of peer experts in the talent support project in Changbai Mountain (Annex 3).
4.2.2 Before 29 December, the reporting unit will submit the declaration, certification materials, joint recommendation form of peer experts in triplicate, recommendation report of middle-level unit and electronic version to the contact person of Social Science Department.
4.2.3 Before 4 January, the school will review the application materials, determine the list of candidates to be recommended and publicize them.
4.2.4 The recommender shall submit the application materials online from January 4 to 14, 2021, and complete the online recommendation before January 15.
5. Relevant policies
5.1 Adhere to the principle of not reporting down, not reporting at the same time, not repeating the declaration, to avoid repeated support for the same talent. Talents who have been selected into the national key talent plan are no longer recommended to declare the corresponding level project of "Talent Support Project in Changbai Mountain". After the end of the original support period, they can be recommended to declare the upper-level project.
5.2 The provincial cadres and the departments (units) in Kyrgyzstan are leading cadres at a considerable level, and the party group (party Committee) of the unit in which they work obtains the consent of the competent personnel department of the superior cadres before they can declare.
6. Job Requirements
6.1 Attaches great importance to. The relevant units of philosophy and social sciences should attach great importance to and carefully organize, strengthen process supervision, and conscientiously do a good job in checking candidates.
6.2 Strict procedures. The relevant units of philosophy and social sciences should strictly abide by the recommendation procedures, and the recommended candidates must go through the evaluation procedures of the academic committees of the units. Those who fail to perform the procedures as required shall not be recommended candidates.
6.3 To ensure the quality. All units concerned in philosophy and social sciences should enhance their sense of subject and responsibility, and strictly control the moral quality and professional ability of candidates. Intensify the examination of the recommended candidate materials to ensure that all information is true, accurate and complete. Once the academic misconduct is verified, the qualification for participating in the evaluation will be cancelled, and the responsibility of the recommending unit and the manager will be investigated; Once verified, the applicants who provide false achievements, false results and other materials will be transferred to relevant departments to be included in the blacklist of untrustworthy personnel in the country and province.
