In order to strengthen the construction of discipline, optimize the structure of teaching staff and improve the overall quality of the team, and to create the environment and conditions for attracting overseas doctors to work in the university, this implementation measures are formulated.
I. The levels, requirements and relevant benefits of the introduced talents
(I) Academician of the Chinese Academy of Sciences and Chinese Academy of Engineering, senior professor of philosophy and social sciences
1. Qualifications and Requirements
Healthy and competent for the position.
2. Working Conditions and Benefits
⑴Necessary funds for laboratory construction and scientific research will be provided according to the needs of different disciplines and specialties.
⑵In addition to the salary and welfare benefits stipulated by our country, allowance of 100,000 yuan per year (tax included) will be provided.
⑶A settling-in allowance of 100,000 yuan (tax included).
⑷Housing allowance of 650,000 yuan.
⑸Scientific research assistants and necessary working conditions such as laboratories will be provided.
(II) Academic Leader
1. Qualifications and Requirements
⑴With a good style of study and a deep academic attainments and has achieved research results recognized by peers at home and abroad.
⑵Have presided over major or important scientific research projects, and have the ability to lead the academic direction to carry out work independently and achieve certain results within expectations.
⑶Has published many papers or works of great influence on influential academic journals at home and abroad in recent years, and be able to teach core courses in this field.
⑷The academic achievements made in the past three years should exceed the requirements for the exceptional appointment of professors in the same discipline.
⑸Under the age of 50 and should have a doctor's degree. The age and educational qualifications of particularly outstanding personnel can be appropriately relaxed.
2. Working Conditions and Benefits
⑴In principle, the funds for necessary experimental equipment shall not exceed 500,000 yuan for natural sciences and 100,000 yuan for humanities and social sciences.
⑵The start-up fund for scientific research is 50,000 yuan for natural sciences and 30,000 yuan for humanities and social sciences.
⑶A settling-in allowance of 50,000 yuan (tax included).
⑷Housing allowance of 260,000 yuan.
⑸Spouse’s working arrangement may be considered.
Other benefits shall be carried out in accordance with the relevant provisions of our country and the university.
(III) Academic Backbone
1. Qualifications and Requirements
⑴With a good style of study and a solid theoretical foundation and has achieved research results recognized by peers at home and abroad.
⑵Potential as an academic leader.
⑶Has published many academic papers on influential academic journals at home and abroad, presided over or undertaken important scientific research projects as a main participant in recent years, and has the ability to teach core courses of the discipline.
⑷The academic achievements made in the past three years should meet the requirements for the exceptional appointment of senior teachers in the same discipline.
⑸Under the age of 45 and should have a doctor's degree.
2. Working Conditions and Benefits
⑴In principle, the funds for necessary experimental equipment shall not exceed 250,000 yuan for natural sciences and 50,000 yuan for humanities and social sciences.
⑵The start-up fund for scientific research is 40,000 yuan for natural sciences and 20,000 yuan for humanities and social sciences.
⑶A settling-in allowance of 40,000 yuan (tax included).
⑷Housing allowance of 180,000 yuan.
Other benefits shall be carried out in accordance with the relevant provisions of our country and the university.
(IV) Doctor
1. Qualifications and Requirements
Normally Under the age of 35 and should have a doctor's degree. The age of those who obtains doctor's degree abroad and post doctor of home and abroad can relaxed to 40 years old.
2. Working Conditions and Benefits
⑴The start-up fund for scientific research is 20,000 yuan for natural sciences and 10,000 yuan for humanities and social sciences.
⑵A settling-in allowance of 30,000 yuan (tax included).
⑶Transitional housing or rent allowance will be provided.
Other benefits shall be carried out in accordance with the relevant provisions of our country and the university.
(V) Bilateral contractual employment of academician of the Chinese Academy of Sciences and Chinese Academy of Engineering, senior professor of philosophy and social sciences
1. Qualifications and Requirements
⑴Healthy and competent for the position.
⑵Can guarantee to work in the school for no less than three months every year.
2. Working Conditions and Benefits
⑴According to different disciplines and specialties, necessary funds for laboratory construction and scientific research will be provided.
⑵The school pays a monthly salary of 15,000 yuan (tax included) according to the actual time of coming to school each year (half a month for less than half a month, full month for more than half a month but less that one month).
⑶Temporary residence will be provided.
⑷Medical expenses will be borne by the school during the period of employment.
⑸Each year, the university will provide no more than 3 round-trip travel expenses.
3. Duration of employment
Generally 3 to 5 years.
(VI)Professors with dynamic manning quota
1. Qualifications and Requirements
With a good style of study and has achieved research results recognized by peers at home and abroad.
⑵Foreign applicants should hold the positions of assistant professor or above at a high-level university or other relevant positions, while domestic applicants should hold the positions of professor or other relevant positions.
⑶Has published many papers or works of great influence on influential academic journals at home and abroad presided over or undertaken important scientific research projects as a main participant in recent years.
⑷The academic achievements made in the past three years should meet the requirements for the exceptional appointment of senior teachers in the same discipline.
⑸Work in the school for no less than three months every year.

2. Working Conditions and Benefits
⑴The school pays a monthly salary of 5,000 yuan (tax included) according to the actual time of coming to school each year (half a month for less than half a month, full month for more than half a month but less that one month). For the overseas personnel, the specific working hours shall be determined by the relevant departments of the university according to the specific situation and the time of entry and exit.
⑵Each year, the university will provide no more than 2round-trip travel expenses.
⑶Temporary residence will be provided.
⑷Medical expenses will be borne by the school during the period of employment.
3. Duration of employment
Generally, 3 to 5 years.
II. Establishment and Post
1. Academic Leader
After the appointment is approved, the school will issue the establishment and post separately.
2. Academic Backbone
After the appointment is approved, the establishment and post of the middle-level unit shall be occupied.
After all the establishments and posts of the school are used, borrowing the quota from the university can be applied. When there is vacant, it will be occupied automatically, and the borrowed quota will return to the university.
III. Organizational Leadership
1. The school has established a working group for the introduction of talents. The director is the deputy dean in charge of the personnel work, and the members are composed of the heads of the relevant functional departments of the school, who are responsible for putting forward preliminary opinions on the level of the introduction of talents, the relevant remuneration and the positions of the teachers employed.
The introduction of talent working group has an office, which is located in the Personnel Department and is responsible for daily work.
The introduction of talent working group will work from time to time as required.
2. The university has set up a specific committee for the introduction of talents. The chairman of the committee is the dean, the deputy director is the secretary of the university party committee and the director of the university academic committee, and the members are made up of some members of the university academic committee. This specific committee is responsible for determining the level of the talents, the relevant salary and the position of the teachers.
IV. Recruitment Procedure
1. Individual application. The applicant should fill in the application form for introducing excellent talents of Jilin University and provide relevant materials.
2. Unit recommendation. Each unit holds the academic committee meeting (or professors meeting), makes comments on the talents to be introduced, and puts forward specific employment opinions.
3. Group review. The university held a working group meeting on the introduction of talents, and put forward preliminary opinions on the level of the introduction of talents, the relevant remuneration and the position of the teachers employed.
4. Determine candidates. The specific committee meeting for the introduction of talents will be held to determine the level of talents to be introduced, relevant remuneration and the positions of the teachers employed.
5. Dean’s appointment. The school signs contracts and work assignments with the introduced talents.
V. Assessment Method
1. The university carries out a 3-year follow-up assessment of the introduced talents, which is divided into annual assessment and 3-year employment period assessment.
2. The annual assessment shall be submitted by the introduced talents himself/herself in the annual work report. After the academic committee of the middle-level unit puts forward the assessment opinions, the report shall be submitted to the office of the university's working group for the introduction of talents for the record, and the office shall report to the university's working group for the introduction of talents.
3. For the evaluation of employment period, talents himself/herself shall fill in the evaluation form of Jilin University, report the work to the academic committee of the middle-level units. The academic committee will put forward the evaluation opinions and submit to the office of the working group for the introduction of talents of the university, and the office will report the relevant information to the working group for the introduction of talents of the university, and determine the evaluation results through the discussion of the working group.
VI. Fund Management
1. The usage and management of scientific research start-up fund
⑴According to the amount of scientific research start-up funds for the introduced talents determined by the working committee for the special appointment of teachers, the personnel department will inform the introduced talents to fill in the application form for the usage of scientific research start-up funds and submit it to the financial department of the university after being signed and approved by the dean in charge.
⑵The finance department shall examine and approve the start-up funds for scientific research and make a card for the funds
⑶After receiving the card for the funds, the talents shall use it in accordance with the project and funds management measures for natural science or philosophy and social science formulated by the science and technology department or the social science department.
⑷The science and technology department or the social science department shall manage the project in accordance with the relevant regulations.
2. The issue of the allowance on transitional housing and rent
⑴After coming to work in the university, PhD graduates can fill in the "registration form of housing" and apply for the allowance on transitional housing or rent, and give it to the personnel department of the university for approval.
⑵For the personnel who apply for transitional housing, the personnel department will give the list to the logistics office and carry out according to the relevant documents. For those who apply for renting allowance, they will be paid to their salary cards in accordance with the standard of 700 yuan per month (tax included) after being approved by the personnel department, and will be paid continuously for three years.
⑶For those who have obtained school housing, the renting allowance shall be suspended from the next month after they have obtained school housing.
3. The clinical medical school introduces talents of corresponding levels. The university and the school shall each cover 50% of the settlement fee and the start-up fee of scientific research provided. The school shall provide the supporting funds and other benefits for scientific research.
VII. Other Information
1.The school will pay 20,000 yuan (including tax) to the graduates who have decided to work at school after receiving their doctor's degree, and the renting allowance will be paid for two years. Other compensation and benefits will be same as imported doctors.
2. For the introduced academic leaders and academic backbones, they must serve at least 8 years, other personnel must serve at least 5 years, and pass the annual assessment. When entering the school, they must sign relevant agreements with the school. For those who fail in the assessment and breach of the agreement, they shall be investigated for breach of the agreement.
3. These Interim Measures shall come into effect as of the date of promulgation.
