According to the requirements of the National Office ofPhilosophy and Social Sciences work‘the announcement on the bidding of major projects of the National Social Science Fund for the study and interpretation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee’, the specific notice on the bidding of major projects of the National Social Science Fund for the study and interpretation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee is as follows:
(1).General requirements for bidding
Guided byPresident Xi's socialist ideology with Chinese characteristics in the new era, we thoroughly implemented the spirit of the nineteen and nineteen second, third, fourth and fifth plenary sessions of China's Communist Party, and closely organized the in-depth study of general secretaryPresident Xi's important speech and the‘CPC Central Committee's proposal on formulating the fourteenth five year plan for national economic and social development and the vision of2035target’. This paper explains the new ideas, new viewpoints and new judgments put forward by the Fifth Plenary Session of the 19th CPC Central Committee, vigorously promotes theoretical innovation based on practice, and strives to promote major achievements with theoretical persuasion, practical guidingmeaningand decision-making reference value, so as to provide strong theoretical support for publicizing and implementing the spirit of the plenary session and opening up the process of building a socialist modern country in an all-round way.
(2).Topic selection,quantity,funding intensity and deadline of bidding
1.A total of 105 research directions are determined in this major project bidding.In principle,1 to 2 winning projects are established for each research direction;the bidder shall design specific topics accordingly.The topic design should strengthen the problem awareness,highlight the problem orientation,reflect the limited research objectives,and highlight the practical application value and theoretical significance.In particular,the design of sub topics should not be large and comprehensive,but focus on key issues and reflect pertinence.Generally,the number of sub topics should not exceed 5.
2.The funding is determined according to the actual needs of the research project,generally 600000-800000 yuan for each project.
3.The bidder should focus on the key issues,conduct in-depth investigation and research,strengthen strategic thinking,and carry out forward-looking research.The expected research results must have high theoretical and practical value.The completion time is generally 2 years.
(3).Bidder's requirements
1.Abide by theconstitution and law of thePeople's Republic of China, abide by the management regulations of the National Social Science Fund;bidders shouldhave profound academic attainments and rich scientific research experience in relevant research fields, have strong sense of social responsibility and excellent academic style; have the leading position of senior professional and technical title or office or above (including) level, and can undertake substantive research work and take the guiding responsibility of scientific research organization; each chief expert of a bidding team can only be one person.
2.The chief expert of major projects of national social science fund, major research projects, Marxist theoretical research and construction projects, major projects of philosophy andsocialsciencesresearch of theministry of education and other major national scientific research projects under research cannot participate in the bidding as the chief specialist.
3.The chief expert can only bid for one project, and he / she cannot participate in other projects in this bidding as the person in charge of the sub project or the member of the project team. The person in charge of the sub project shall have the title of deputy senior (including) or above, and only one tender project can be involved in the bidding of this batch, and the members of the project group shall participate in at most two bidding topics. The person in charge of major projects of national social science fund, major research projects and key projects of philosophy andsocialsciencesresearch of theministry ofeducation under study shall not participate in the bidding as the person in charge of the sub project.
4.The chief expert and the person in charge of sub project must have rich preliminary research results related to the bidding project.
(4).Bidding discipline requirements
1.The project application unit and chief experts should strengthen the audit and control, and effectively control the political direction and academic quality. The project application unit shall carefully review the topic selection design, topic demonstration, chief experts, preliminary research results, scientific research team and responsible units, and report the qualified ones.
2.The bidders should carry forward the fine style of study which is rigorous, realistic, innovative and honest, consciously adhere to the principle of fair competition, and strictly abide by the national social science fund project management regulations. Those who commit fraud, plagiarism, violation of rules and discipline wouldbe disqualified once verified; if they win the bid, they wouldbe withdrawn, and they wouldnot be allowed to apply for national social science fund projects within five years.
3. The person in charge of the sub project and the members of the research group must obtain their consent, and the person in charge of the sub project must sign on the tender, otherwise it wouldbe regarded as illegal declaration. In case of winning the bid, the person in charge of the sub project shall not be changed in principle.
4. The bidder can put forward no more than two suggestions to avoid the evaluation experts, and thenationaloffice of philosophy and social sciences will consider them according to the actual situation of the evaluation work.
(5).Specific arrangements
1.The major projects of national social science fund are applied for online application and evaluation, and the bidders still need to provide the paper and electronic version of the tender when applying online.
2.The bidder is requested to download the‘research and interpretation of the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China’and the bidding document for major projects of the National Social Science Foundation of China and relevant materials. All the tender documents shall be filled in by computer, printed on both sides of A3 paper and bound in the middle seam. This tender shall fill in the application materials in accordance with the contents and requirements specified in the tender document, and the text shall be concise, standardized and clear without attachment.
3.All units should attach great importance to the bidding work of this major project, strengthen the organization and coordination, do a good job in the preliminary selection of bidding, submit the electronic version of the chief experts with bidding intention and the direction of bidding topics to the social science department before November 30, and hold the academiccommittee of the collegemeetingbefore December 20 to guide and select the bidding materials, so as to ensure the bidding quality.
4.Scientific research secretaries of all units are required to submit 8 copies of the first paper version of the tender and the electronic version of the summary sheet to the social science department before December 23. The social science department will review the form and organize the campus review meeting before making amendments.Twocopiesof the final paper version of the tender (all original) will be submitted and the paper version of the summary sheet will be submitted before January 5, 2021and electronic version of all materialsshould besubmittedonline.
5.The‘project application system’on the homepage of the national social science fund scientific research and innovation service management platform is the only network platform for this application, and the network application methods and process management are subject to this system. The network application system for major projects of NSFC will be opened from December 25, 2020 to January 10, 2021. During this period, bidders can log on the scientific research and innovation service management platform of NSFC(https://xm.npopss-cn.gov.cn)and submit the registration application with real name information. After the social science department reviews, the system will create an account and send SMS and e-mail notification, then log in to the system and fill in the declaration information according to the requirements.The system automatically shut downoverdue andno longer accept declaration.
